Online degrees have become a popular option among Indian students as well as working professionals. But before taking admission to any University, it is necessary to know the validity of the degree for your purpose. The validity of an online degree depends upon the university, course and academic year sanctioned under the UGC-DEB guidelines. Here we covers the rules guidelines regarding online degrees in India, the courses that can be done online, their eligibility for government employment and further studies and their verification prior to enrolment.
Students have many concerns regarding the legitimacy of online degrees, whether it is equivalent to normal degrees, if it can be taken as qualifications for employment and further education or is it valid for all courses. Even the policies may differ according to the university, program and semester. In this part, I will clarify the major concerns of students regarding online degrees in India.
| Question | Short Answer |
| Is an online degree legally valid in India? | Yes, if the university is recognised or entitled by UGC-DEB for the specific programme and academic session. |
| Is an online degree equivalent to a regular degree? | Yes. Under Regulation 22 of the UGC (ODL and Online Programmes) Regulations, 2020, recognised online degrees are treated as equivalent to corresponding conventional degrees. |
| Who approves online degree programmes? | The University Grants Commission (UGC), through its Distance Education Bureau (DEB), regulates and recognises eligible online programmes. |
| Is UGC-DEB approval permanent? | No. Recognition or entitlement is considered for specific academic sessions, so students should verify the current status before admission. |
| Can every course be studied online? | No. Programmes such as engineering, medicine, law, pharmacy and nursing are among the fields that are not permitted through online mode under the applicable rules. |
| Are IITs, IIMs and IISc covered by UGC-DEB approval? | No. UGC-DEB states that certain institutions, including IITs, IIMs and IISc, do not come under UGC's purview for this approval. |
Validity of online degrees in India rests upon the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, notified on 4 September 2020. This regulation has undergone several changes in 2021, 2022, and 2024. Regulation 22 holds significant importance for the students as it mentions that recognized undergraduate and postgraduate degrees conferred through Online/ODL mode shall be deemed equivalent to those conferred through conventional mode. Similar provision exists for two-year postgraduate diploma programs as well. There are other provisions as well that help in determining recognition process. As per Regulation 23(2), students enrolled in any program which falls under recognition during its period of recognition may continue receiving recognition for their programs provided they comply with norms set by the UGC. As per Regulation 23(4), students may enroll in any recognized online program irrespective of whether they are within or outside India.
| Year | Regulatory Milestone |

Online Learning and Distance Education, which is alternatively known as Open and Distance Learning (ODL) are the two forms which are officially recognized through the UGC format. There is a difference between the two in terms of delivery of education, places of enrollment, and approval process. Approval of one form of learning does not include approval for another form at the same university.
| Feature | Online Learning | Distance Education (ODL) |
|---|---|---|
| Delivery | Digital platforms, online classes and e-learning content | Self-learning materials and contact programmes |
| Learner location | Students can enrol from India or outside India, subject to applicable rules | Students can enrol within India, subject to applicable territorial rules |
| Learner Support Centres | Not part of the Online Learning model | Permitted under applicable UGC rules |
| Approval | Separate UGC-DEB recognition or entitlement for Online mode | Separate UGC-DEB recognition or entitlement for ODL mode |
| Franchising | Not permitted | Not permitted |
All universities may not be eligible to conduct online courses. The UGC-DEB has certain criteria for eligibility and recognition for those universities which wish to conduct the programme in the Online or ODL mode. The university needs to fulfill the required criteria and be entitled to conduct the programme.
| Category | Basic Requirement | What It Means |
|---|---|---|
| Recognised Institution | A dual-mode university must have at least 3 years of existence and meet the required NAAC or NIRF criteria. Open universities must also meet the prescribed conditions. | The university must apply to UGC-DEB and receive recognition for its online programmes. |
| Entitled Institution | Generally, a NAAC score of 3.26 or above or a qualifying NIRF University-category rank is required. | The university can offer eligible online programmes without separate prior approval for each programme, subject to UGC-DEB requirements. |
| Category-I University | Requires the prescribed NAAC, accreditation or global ranking criteria. | Such institutions may have greater autonomy under the UGC framework, subject to the applicable rules. |
There are also other conditions that universities will have to adhere to while running their online programmes:
All courses are not approved for online education in India. The UGC-DEB has placed a ban on certain practical or professional courses since these may include practical training, laboratory training, and clinical experience or approvals from another regulatory body. Courses that are not approved to be offered via the Online/ODL Mode are listed below:
An accredited online degree will serve the purpose of an educational qualification for most government positions since eligibility requirements are mostly based on the degree and the accreditation of the university and not on the mode of acquiring that degree. However, the ultimate eligibility will depend upon the notification of recruitment issued and, in some cases, the guidelines of the regulatory body.
A recognised university’s online degree can be used to get employment in the private sector in India. It is because private companies have the right to set the criteria for recruitment themselves, and thus it might differ from company to company, from position to position and also from industry to industry.
A degree online from India will get you acceptance abroad, but not everyone is governed by a universal rule when it comes to degrees. The University Grants Commission (UGC) recognizes that your degree is valid in India, but other countries and employers will do what they want.
Both online and traditional degrees have their own validity in India if they fulfill the necessary UGC criteria. The primary point where these two degrees differ is the mode of study, attendance, learning, and access to their courses. In case of an online degree, students need to ensure that the university/degree program is UGC DEB-accredited for the current academic year.
| Parameter | Online Degree (UGC-DEB Approved) | Regular Degree |
|---|---|---|
| Legal status in India | Treated as equivalent to the corresponding conventional degree under UGC Regulation 22 | Conventional mode of study |
| Approving authority | UGC-DEB, along with other applicable regulators such as AICTE where required | UGC and relevant statutory or professional councils |
| Attendance | No regular physical classroom attendance | Physical campus attendance as required by the programme |
| Learner location | Students can study from India or outside India, subject to applicable rules | Students generally attend the institution's campus |
| Content delivery | Online classes, digital learning resources and e-learning content | Classroom teaching, practical sessions and campus-based learning |
| Programmes available | Only programmes permitted under UGC-DEB rules | Programmes approved for conventional mode |
| Ph.D. and M.Phil. | Not permitted through Online mode | May be offered subject to applicable regulations |
| Government jobs | Can meet the educational qualification where the recruitment notification accepts the degree | Can meet the educational qualification as specified in the notification |
| Approval verification | University and programme should be verified for the relevant academic session | Check the institution's affiliation and applicable approvals |
| Student identification | DEB-ID is required for applicable ODL/Online admissions and is linked with the student's ABC-ID | Institution-based enrolment and student identification |
Students need to check the legitimacy of the institution, program, and academic year before joining an online education program. The following are seven ways to determine if your chosen online program is right:
The online degree is an acceptable qualification in India if the university as well as the particular course you join have the necessary recognition of UGC-DEB in the particular academic year in which you join the university. The recognised online degrees are considered as the equivalent of the conventional degrees as per UGC norms. Verify the above-mentioned four factors before payment of the admission fee at the official website of the UGC-DEB.
